Compact Development Grant Funding Agreement

The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Belize (GOB) have entered into a Compact Development Grant Funding Agreement to support the development and facilitation of a Compact. The grant is in the amount of Ten Million U.S. Dollars ($10,000,000) (“MCC Funding”). The Government, acting through the Compact Development Team (CDT) – Belize, and later through a Millennium Challenge Account (MCA – Belize), intends to apply part of the funds to payments for contracts for goods, works and services.

MCC’s funding is appropriated by the U.S. Congress and obligated to its programs up-front, with no incremental or partial funding. When a contract is signed with a Compact Development Team, money is already available for use, and, for most contracts, invoices are paid directly to Contractors/Consultants/Suppliers by the US Treasury.

The listed procurement will be funded under the Compact Development Funding Grant Agreement referenced above.

Contracts for goods, works and services financed under the program will be implemented according to the principles, rules and procedures set out in the MCC Accountable Entity (AE) Program Procurement Guidelines (AE-PPG), available at https://www.mcc.gov/resources/doc/010124-ae-program-procurement-policy-guidelines/.

These procurements are open to all bidders from eligible source countries as defined in the MCC AE-PPG.

Specific procurement notices for contracts to be tendered under the competitive bidding procedures and for consultant contracts will be announced, as they become available, on United Nations Development Business (UNDB): http://www.devbusiness.com/, Development Gateway Market (dgMarket): http://www.dgmarket.com/, in local newspapers, Ministry of Economic Development  website: med.gov.bz and other media outlets as appropriate.
